French Polynesia’s Office des Postes et Telecommunications chooses the ISS/IBM rtVMS platform

French Polynesia, September 4, 2007 – The Office des Postes et Télécommunications has historically operated in three core business areas: postal, financial and telecommunication services.  OPT also has a firm foothold in the new technology sector with three subsidiaries:

  • VINI - Polynesia’s sole mobile telephone operator
  • Mana - Polynesia’s sole Internet provider, currently implementing an ADSL network
  • TNS - A satellite TV provider with a bouquet of digital channels

With 66 customer service points spread across the island groups, OPT has the most extensive branch network in French Polynesia.  Eager to provide the best possible response to customer expectations, OPT is pursuing the development of its network by building new branches, extending and refitting existing branches, and increasing the number of postboxes.  OPT has built up an effective commercial network by creating multi-service branches, of which an increasing proportion are equipped with ATMs (Automatic Teller Machines). 

As part of its overall security improvement policy, OPT’s first project is to reinforce security at its Hotuarea site – a primary civil and military telecommunication hub – by implementing  a video surveillance system.  In parallel, other strategic sites, such as the Arue supply centre, and some thirty RSUs (Remote Subscriber Units) have been integrated into the project, along with a number of post offices and ATMs.

The technical security architecture guarantees compatibility between the solutions at OPT’s various sites, and easy integration into its vast network.  The ISS SecurOS powered IBM solution can be deployed on small sites (one IP camera for each RSU) as well as large ones (Hotuarea: 35 analog cameras) and supports remote supervision.  The Hotuarea and Arue sites integrate smart solutions for reading license plates (also known as rtVMS Intelligent functions).

 

Implementing the solution
The tender of the OPT was awarded to the IBM rtVMS (real time Video Monitoring) solution powered by ISS and integrated by a local partner, VIMATEC, Tahitians company specialized in video surveillance and access control.  For 2006, it involves three X226 dual Xeon servers, 10 ZPro IntelliStations, and all the necessary cards and software for 90 analog cameras and 20 IP cameras.  All the servers are on an IP network and are accessible from two supervision centers.  The entire network took less than six months to install.  Extensions are planned for other administrative buildings and island post offices as for 2007-08.
