ISS Completes Safe City of Nizhnevartovsk

Nizhnevartovsk, Khanty-Mansi Autonomous Okrug, Russia, April 3, 2008 - Located in northeastern Russia, in western Siberia, Nizhnevartovsk is the center of the West Siberian oil-producing region and one of the wealthiest cities in the country. The city grows as a service center for the local oil industry. The Samotlar oil basin, an important source of oil, is located in the region, and oil and natural gas pipelines, as well as other strategic energy facilities and infrastructure is laid out all over the city.

To protect the citizens and the infrastructure of this vital city, Nizhnevartovsk chose ISS SecurOS video servers to manage a complex security deployment based on :

• Application of IP-platform
• Video-analytic functions
• Open architecture to maintain requirement of additive upgrades over long term

The project required extensive customization, extensibility, and stability, with more than 80 IP-encoders deployed within the network to manage and maintain video camera network performance. 58 IP-encoders are installed on city roads and used to transmit video data integrated with real time license plate recognition using the ISS SecurOS Auto LPR module. The system has been integrated with speed radar to record vehicle speed and detect traffic speed violations. Operators at a centralized data center receive all information needed to manage major traffic arteries within the system: video, speed protocols, license plate numbers. 15 IP-encoders are used to maintain cameras running telemetry analysis. Additional IP-encoders have been deployed at city parking centers. Parking area video has been integrated with SecurOS Auto to provide asset protection and to reduce unauthorized access, fraud and theft.

The current system has already been deployed and is running successfully. Traffic incident detection using SecurOS Traffic will be deployed during the next stage of implementation for Nizhnevartovsk’s security system framework.
